The CII chief suggests that men should seek permission from the Union Council (UC) instead of their wives for a second marriage

Dr. Raghib Naeemi, Chairman of the Islamic Ideological Council, has suggested that for a second marriage, approval should be sought from the Union Council rather than the wife.

In a TV interview, Dr. Naeemi stated that the current legal framework, established in 1961, often disrupts court proceedings by prioritizing the wife’s consent while disregarding the husband’s perspective. He emphasized that according to Shari’ah, Khula (divorce initiated by the wife) is based on mutual consent between spouses. He also mentioned ongoing discussions about revising the law on Khula, focusing on cases of divorce that do not require the husband’s consent.

Dr. Naeemi clarified the misconception that a husband must obtain his first wife’s consent for a second marriage. Instead, he proposed that permission can be granted by the Union Council, provided the husband presents valid justification.
