Government lowers solar net-metering buyback rate to Rs10 per unit

The government has reduced the solar net-metering buyback rate from Rs27 to Rs10 per unit due to the financial strain caused by the growing number of solar users on the national grid. The Economic Coordination Committee (ECC), led by Finance Minister Senator Muhammad Aurangzeb, approved changes to net-metering regulations to reduce costs for grid consumers. The number of solar net-metering users rose to 283,000 by December 2024, with installed capacity increasing from 321 MW in 2021 to 4,124 MW by the end of 2024. Existing consumers with valid NEPRA agreements are not affected by these changes until their contracts expire. The new policy also introduces a separate settlement system where exported electricity is bought at Rs10 per unit, while imported electricity is charged at peak and off-peak rates, including taxes and surcharges.
