‘Azm-e-Istehkam’ is part of the National Action Plan, not a new philosophy

The security officials clarified on Thursday that Operation Azm-e-Istehkam is not a new strategy but rather a continuation of the National Action Plan, ensuring that civilians will not be displaced during the operation.

During a briefing in Peshawar, the officials emphasized that Azm-e-Istehkam is part of the National Action Plan initiated in 2014 and amended in 2021. They reiterated that the operations will specifically target terrorist hideouts, with citizens found supporting terrorists also treated as terrorists.

Regarding military courts, the officials stated that their purpose is to maintain discipline within the military and allied institutions, ensuring swift and fair punishment. They noted that decisions of military courts can be challenged in the High Court and the Supreme Court, underscoring transparency and accountability.

“One official stated, ‘Those who seek to weaken the Army aim to destabilize Pakistan, akin to what happened in Iraq, Libya, and Syria.’ The Army remains committed to safeguarding Pakistan and ensuring peace and security for its people.”

The briefing highlighted concerns about criminal and smuggling networks hindering the establishment of rule of law. These groups, fueled by illicit profits, exacerbate economic instability by manipulating currency markets.

Security officials criticized the sluggish judicial system, particularly in anti-terrorism courts in Khyber Pakhtunkhwa and Balochistan, urging enhanced performance and accountability from civil institutions, including the police.

“While the Army has successfully cleared Swat of terrorism, they stressed the need for civil authorities to fulfill their duties, including infrastructure development and accountability for funds received.”

Efforts to curb smuggling along the Balochistan-Iran border were noted, alongside calls for transparency in civil appointments to prevent corruption.

“In 2024, 22,714 intelligence-based operations were conducted, resulting in 111 martyrs and 163 terrorists neutralized. The ongoing operations underscore the Army’s role as part of the government’s efforts against terrorism.”

The Green Pakistan initiative, overseen by the Special Investment Facilitation Council (SIFC), has bolstered agricultural productivity and attracted investment, signaling progress toward economic stability independent of IMF support.

“To strengthen national stability, eliminating corruption and smuggling is paramount. Political leaders must be held accountable for using allocated funds to benefit economic development.”

Security officials stressed the importance of public trust and unity in supporting anti-terrorism efforts. They highlighted the role of military courts in fortifying national defense against 23 terrorist organizations, 17 of which operate against Pakistan from Afghanistan.

“To enhance border security, officials advocated for a dedicated land port authority and emphasized national unity in combating terrorism.”

“Despite challenges, the Army remains dedicated to promoting peace and development, advocating for faster registration of madrasas to improve oversight and security.”
