HRCP: 470 Honour Killing Cases Reported in Pakistan in 2025

Human Rights Commission of Pakistan has issued its annual report, revealing a further decline in the country’s human rights conditions in 2025.

The report shows a 25% rise in gender-based violence, including 2,586 cases of cyber harassment against women and 470 honour-related killings.

Pakistan was ranked 130th out of 143 countries in enforcement of fundamental rights, with an increase in capital punishment cases also noted.

It stated that 1,272 terrorist attacks and counter-terrorism operations led to 3,417 deaths and 2,134 injuries nationwide.

According to the report, 1,155 police encounters occurred across the country, resulting in 1,696 fatalities, while Punjab’s Counter Terrorism Department carried out 1,128 operations killing 977 individuals.

The report also highlighted severe prison overcrowding at 171% capacity and noted that 21,600 Pakistani citizens are jailed abroad, including 738 in India.

On gender equality indicators, Pakistan ranked 145th out of 148 countries, with 1,332 women killed in domestic violence cases and 3,815 rape incidents reported.
