The government of Pakistan has assured the International Monetary Fund (IMF) that it will publish the long-awaited Governance and Corruption Diagnostic (GCD) Assessment Report before the Fund’s upcoming executive board meeting, which will review a $1.2 billion disbursement for the country. Under the $7 billion Extended Fund Facility (EFF), releasing the IMF-prepared GCD report and implementing an action plan to address governance issues are key structural benchmarks.
The report’s publication faced repeated delays due to technical disagreements between Pakistani authorities and the IMF team. However, officials confirm that a final draft has now been submitted to IMF headquarters in Washington for review. The GCD assessment, developed with input from global bodies such as the OECD and FATF, evaluates governance frameworks and anti-corruption mechanisms across federal and provincial levels.
Sources indicate that both sides are working to shorten the gap between the report’s release and the introduction of a governance action plan, which will outline reforms aimed at strengthening transparency and reducing corruption in Pakistan’s institutions.
